Angel seems to be offering himself to her, however she wants him - friend, champion, lover. It's up to her. He belongs to her now.
She's completely into him, that look on her face. It says "you are mine, but I'm yours too."
They already loved each other, but this, right here, is the scene where it shifted and cemented into something different and scarier.
Sure, in the next episode she pushes him way back, tries to establish some distance, but I think that's because she panicked after this wordless vow of his, and her acceptance of it. No one in her life had ever been this wholly hers before, in the sense that he needed her in his life in order to function.
Cordelia had become Angel's heart without either of them having been aware of it.
And it was all mostly unspoken, unaknowledged subtext.
